BRIDGE Housing Welcomes Hundreds of Residents to Two New Affordable Housing Communities at Evermont in South Los Angeles

Evermont provides 180 much-needed affordable apartments for families and homeless seniors

LOS ANGELES (September 3, 2025) — The move-ins are complete at two new BRIDGE Housing communities, totaling 180 affordable apartment homes, within the Evermont mixed-use development in the heart of South Los Angeles. Recently, BRIDGE completed Luminus, which has 118 one- to three-bedroom units for families, and Vista, which has 62 Permanent Supportive Housing units for seniors who have experienced homelessness.

The new housing is part of a larger mixed-use project that includes a street-level transit plaza, parking structure, Metro training facility, and retail outlets. The retail area, developed by Primestor, is expected to be activated later this year.

Evermont represents the culmination of a 30-year effort to revive a once-bustling commercial site at the corner of Vermont and Manchester Avenue that was burned to the ground during the 1992 civil unrest. After a number of false redevelopment starts by the previous owner, the County of Los Angeles took control of the 4.2-acre site through eminent domain in 2017 and later approved funding for an affordable housing and retail community, along with SEED LA, LA County’s first college-prep public boarding school.

BRIDGE Housing, the leading nonprofit affordable housing developer on the West Coast, developed, owns and manages the residential properties. Its development partner, The Coalition for Responsible Community Development (CRCD), is providing a wide range of resident support services, including case management expertise to help connect residents to healthcare and social services, as well as organizing social events and life skills training.

Amenities in Evermont’s residential complex include a gym, multiple community rooms, outdoor courtyards with children’s play areas, and a leasing office. Evermont was designed by TCA Architects and Walter Consultants, and the general contractor was Suffolk Construction Company, Inc.

Financial partners on the housing portion of the project included County of Los Angeles, California Department of Housing and Community Development, Citi Community Capital, Enterprise Community Partners, JP Morgan Chase, California Tax Credit Allocation Committee, California Debt Limit Allocation Committee, Federal Home Loan Bank Affordable Housing Program, Housing Authority of Los Angeles (HACLA), Los Angeles County Development Authority (LACDA), Los Angeles Housing Department (Prop HHH), County of Los Angeles Measure H, and California Debt Limit Allocation Committee.

At the Metro Talent Hub, located within the retail area, Metro is training its current workforce and preparing the next generation of transportation leaders in LA County.

Dolores Cabrillo, a Los Angeles native and grandmother of eight, spent years isolated in her old apartment due to multiple surgeries that made the stairs impossible to navigate. Today, in her new home at Evermont, life looks very different.

“Moving here has given me my independence back. I can get around easily, see my neighbors, and even watch the kids play while I do my laundry,” Cabrillo said.

Known for her warmth and generosity, Dolores frequently volunteers at a senior center and drops off home cooked meals to her unhoused neighbors.

Evermont is BRIDGE Housing’s latest major project in South LA and symbolizes a continued commitment to the local community and growth in Los Angeles. BRIDGE is a leading housing partner for HACLA’s historic $1 billion redevelopment of Jordan Downs, with plans to develop a total of 780 units. In June, BRIDGE opened its third community at Jordan Downs, Kalmia Rose. Another new community, Cypress View, will open later this year.
