BRIDGE Housing Celebrates Grand Opening of Kettner Crossing Affordable Housing Community for Seniors in San Diego

BRIDGE’s 12th housing community in the region brings 64 much-needed affordable homes with modern amenities and access to public transit in the city’s vibrant Little Italy neighborhood 

SAN DIEGO (November 12, 2025) – BRIDGE Housing, the leading nonprofit affordable housing developer on the West Coast, celebrated the grand opening of a beautiful, transit-oriented affordable housing community for seniors today in San Diego, joined by County leaders, partners and community members.

Kettner Crossing provides 64 affordable units in the city’s vibrant Little Italy neighborhood, serving residents aged 62 and older who earn 30% to 50% of Area Median Income. The development provides seniors with convenient access to Metropolitan Transit System trolley and bus lines, along with parks, cultural centers, restaurants and other nearby amenities.

Built on underutilized County land, Kettner Crossing is the second recent collaboration with San Diego County. In April, BRIDGE broke ground on Kindred, a 125-unit affordable community for families and seniors on the County-owned site of the former Family Court of San Diego, which was relocated to free up space for much-needed housing.

“Seniors are an especially vulnerable population, and Kettner Crossing will provide older residents with modern housing and a high quality of life in a very high-cost region of Southern California,” said BRIDGE Housing President and CEO Ken Lombard. “We are grateful to our partners at the County of San Diego and the efforts of so many others who share our vision for a region where more people can access safe, stable, high-quality housing.”

Kettner Crossing is BRIDGE Housing’s 12th completed housing community in the San Diego area, where it has more than 2,000 affordable apartments open or under development.

“Three years ago, San Diego County made a promise to put government-owned land to work for the public good and build 10,000 affordable homes across the region. Kettner Crossing is that promise taking shape – 64 new homes for seniors who deserve safety, stability and dignity,” said San Diego County Supervisor Terra Lawson-Remer.

The eight-story building consists of studio, one-bedroom, and two-bedroom apartments, and amenities include a top-floor deck with views of San Diego Bay, community room, BBQ area, library, laundry facilities, bike storage, and underground parking. Resident services will focus on enabling the senior residents to live independently and age in place.

“Kettner Crossing has changed everything for me,” said resident Michelle Cooper, a grandmother who had been living in her car before moving to Kettner Crossing. “I feel like I’m finally standing on solid ground again. I have the stability to build the future I’ve worked so hard for all of my life. That’s the difference this place has made.”

San Diego is one of the most expensive counties in California, and many seniors struggle to afford basic needs. On average, renters aged 65 and older spent 62% of their income on housing in 2023, according to the California Elder Index created by the UCLA Center for Health Policy Research. That’s more than twice the level of what’s considered “cost burdened.”

Kettner Crossing was financed with support from the County and City of San Diego, Wells Fargo, San Diego Foundation, Holland Partner Group, and the California Tax Credit Allocation Committee. The architect was AVRP Studios, and R.D. Olson served as the general contractor.
