Over the four phases of development, a total of 180 units of public housing will be transformed into 320 new affordable apartments and for-sale homes. In the first phase of construction, which is anticipated to be complete in June 2018, 72 deteriorated public housing units will be replaced with 131 modern affordable one- to four-bedroom apartments.

Financing for the $59 million first phase is being provided by Citibank, N.A.; Enterprise Community Investment; the California Tax Credit Allocation Committee; and the California Debt Limit Allocation Committee. The Housing Authority of the City of San Buenaventura is the owner and property manager. Roesling Nakamura Terada Architects served as Design Architect, Mainstreet Architects + Planners Inc. is the Executive Architect, and Cannon Constructors South is the General Contractor.
